What is "vertical scan rate"?

This is also called refresh rate, or the frequency of refresh in seconds. Basically, humans can perceive frequencies below 24Hz. It is generally accepted that a refresh rate above 30Hz is undetectable to the human visual system. In terms of monitors, a higher refresh rate is recommend, and anything in the region of 60-100Hz is considered standard.
